ControlTokenPendingRequestStaleTime
Sets the length of time after which VTScada determines a token to be stale when there are pending requests for that token. Defaults to one minute.
If there are no requests for the token, the time until release is set by ControlTokenStaleTokenTime, which also sets the stale time for all requests.
Has no effect unless ControlTokenEnableOwnerMonitor is set to 1.
