ControlTokenMonitorTime
The Control Token Manager will check its list of tokens and requests every time either list changes (including both additions and removals). The check will ensure that it is up to date and determine whether any token or request holders have been lost and should therefore be considered stale and therefore released (tokens) or denied (requests).
In addition to token activity triggering this check, the Control Token Manager will check its dictionary at a rate determined by this property, defaulting to one hour (3600 seconds).
