ControlTokenOwnerHeartbeat
Sets the frequency with which tokens and token request owners send an update to the token server to indicate that they are still connected. If a token or request owner is silent for ControlTokenStaleTokenTime or ControlTokenPendingRequestStaleTime seconds, it is assumed to have gone "stale".
This addresses the situation where a token owner shuts down without signing out and without releasing the tokens they hold. (For example, a workstation crash.) After a configurable length of time, those tokens or requests will be released.
